Application Form and Confidential Declaration
The Diocesan Application Form and Confidential Declaration Form have been revised (the version on page 65 of Protecting Children in the Diocese of Oxford has been superseded) and you are encouraged to use the January 2007 version, although applications completed on the old versions are not invalid. The changes on the Application Form draw attention to the Criminal Records Bureau Code of Practice and the Diocese’s policy on the recruitment of ex-offenders. Those on the Confidential Declaration update it in the light of recent legislation and provisions to protect vulnerable adults.

Renewal of Disclosures
Stephen Barber, Diocesan Child Protection Adviser, offered this advice to parishes, in February 2008:
The current position as advised by the House of Bishops is as follows:
(a) Those who already hold Disclosures and remain in the same post in church work that they were in when this was obtained do not need to reapply.
(b) Those who move to new posts within a diocese or elsewhere should be asked to complete a new disclosure application unless it has been obtained within the past 6 months and the nature of work is similar.
(c) Those who come to the diocese or other church body from outside it (geographically or organizationally) should be asked to complete a new disclosure application.(However, our portability guidance still applies.)
For those who had positive Disclosures, we have a three yearly rolling review programme. If this applies to any of your people we will contact you separately about each case.
However, the House of Bishops will be reviewing the matter, possibly in April. We expect the government to announce the timetable shortly for transferring the children’s workforce into the new Independent Safeguarding Authority scheme. This will have an effect on how Criminal Records Bureau Disclosures are to be applied for and also renewed, so the position is likely to change during the year.
